Two possible reasons:

1. It was so buggy upon release it was barely playable.

2. They want to give it a chance at being popular.

This is the correct answer. There have been guys on the valve mailing list bitching for years about the bugs they finally fixed. Valve was too busy developing tf2 and other things and never bothered with it. I actually am glad they finally helped those guys out. Now maybe they can get onto the problems with hl2dm. :)

yeah the game was a complete mess, it needed some fixes badly. I too was shocked they did something, now we can only hope hl2dm is next on the list.

Did they remove the stupid vent on stalkyard that stiops you jumpoing across to grab all the weapons and ammo?
