Yeah, tried deleting the clientblob file as well, including uninstall/reinstall, found a recommendation to try the beta steam client...gonna try that inna sec

Maybe you shouldn't try to download so many games at one time. See if one will just start. Stop all the rest.

lol, ya man. lets say the avg game is 5 gigs, you have about 20+ games dl at once. roughly 100gigs of data coming down at one time. plus steam tries to dl all at one time, not one game at a time. i doubt that would ever finish. even if it were one file stream and you were getting a steady meg/sec it would take over 24 hours.

They already are all downloaded...lol. I've done this a handful of times before, install over your old Steam dir and keep all favorites/etc/etc/etc....found out the last client update kinda bugged it, I tried the Beta Steam Client and it fixed the issue.
