I just turn down voltages as much as possible in bios b4 cpu becomes unstable, same as u would wen overclocking, just without the overclocking part.

AMD has cool n quiet Intel has EIST both do what you want an lower clock speed and voltages wen you PC idles.

I found my voltages and temps were higher at stock even wen idling at lower clock speeds etc, then wat it is now.
Mind u i lowered the cpu voltage from like 1.29-.3/wateva to 0.94, kept at default clock speed because overclocking it just wasnt acheiving anything, aint nothing i use actually utilises the cpu really.

nvidea has a nice tool out now that allows you to manipulate and/or check all of you hardware settings and temps. i beleive you have an nvidea vid card, so you should check this out.

this may not be the answer but you can put it in low power consumption mode first, then your card manufactures software try the mobo website for updates too

try ati catalyst suite, that will do what you are looking for i believe. havent used an ati card in a while.
