For the first HL2 tournament the maps will be traditional maps, after the first tournament new maps will be implemented and no maps from the previous tournament will be used (unless it is at least 4+ seasons later)

It's the same group (eFPS), just that they're hosting a small tournament now instead of a league like they did last time, no?
This was a year ago, yes, the league script that was originally written was a POS(the black and grey one) so holy and I decided and it would be a lot easier, and more competitive (people will actually play) in tournaments rather than leagues, so I coded a tournament system. The tournament system will use a different rule set than leagues for obvious reasons. And maps are predetermined by admins rather than having a pool of maps.

You could allow an "open-season" thing - before the tournament - for seeding reasons.
Basically, people who are up and active just *scrim* (challenge) - who they want - in a league setting.
Perhaps when we have more active teams, you could justifiably enforce the anti-whoring map thingy.
I would also manifest a rule that forces teams to have to play a minimum rotation of 4 teams, much like the anti-whoring map rule, so that it not just me and doc playing grainbilly all the time before a tournament.
However, considering that there is not all that many teams registered and the ones that are have a few in their mist that will likely "puss-out," this proposed rule will likely have to wait.
