Got any preferances on where you want to get it from? Or the manufacturer? Anyways I get all my shit from newegg and here is one that seems to fit everything you're asking for. Only thing is it's in 3D but you don't need to use it for that. I think if you want the low response time and good refresh rate it has to be a 3D one but you don't got to use it for that. It's on sale and it seems to have gotten pretty good reviews.

Get something with 120hz and 2ms response time. Samsung, ASUS, and Acer are all usually really nice. Treat yourself to at least a 24" otherwise the 1080p is kind of a waste... :)

120hz monitors and FPS games go quite well together. you'd be surprised how much smoother you can track compared to something with half or 2/3rds the refresh rate

I own (2) 23" ASUS monitors and love them both! I paid approximately $150 for my last one but with the deals going on now you should be able to find one quite a bit cheaper than that - as Ghost Dog said with the Black Friday/Monday deals.

by deals I meant quality/price ratio, lol

pretty unexpensive and they have outstanding video quality, plus they have real 1 or 2 ms of delay between images

I can't say much about the rest of Samsung's products, but their screens I can vouch for. They are a little more pricey, but they fail rarely. I had a 30" 2560x1600 one from them for a year and a half, it failed and they gave me my $1000 bucks back. The only screen I've had from them that failed, and damn their support rocks! I essentially got to use a bad ass monitor for free.
