swamplight has slams.. i can't think of any other cal maps that do right now.

90% sure it is allowed, after all there is that .001 sec of spawn protection against spawn point slamming

There is not really any rule on it that I can remmeber. Valve implemented some short spawn protection and so far we have not had a problem. But this issue is why there are very few maps in CAL with SLAMs as well as that they slow the match down. I can envision in a slow match someone being able to completely encase a spawn point so the only way out was death. In 1v1 this is more likely if the map is large however you have an equal chance of getting yourself. In 4v4 things are chaotic and fast paced enough you are probably going to get killed while trying to set up your cage.

You are welcome to try it and see if you be effective with it, if you do it enough people will probably just request the map be pulled from the league.

Slamming spawn points is legal in CAL.

It has never become a problem because placing a slam directly on or over a spawn point no longer works- if the player spawns within a slam or its laser, the slam explodes but the player takes no damage. The alternatives, boxing in a spawn point or placing barrels nearby (etc), are generally too slow to be effective in league play.
