Hi there!
I just want to inform that OFF League actually host Regular 3v3, 2v2, 1v1, Killbox and from today on CTF on Hl2dm (4vs4) and Killbox 2v2 Kbh only.

Is there a website for this league? Is it a European league? If so, does it require that people play on Euro servers only? Who runs this league?

Yeah the website is the one you got above http://www.off-league.com/
I run this league with 14 admins for all the leagues.
The league is running without homemaps instead we got a weekly map cycle, also you have the option to choose rpg on or off in your map, killbox and ctf are also running with ff off, the regular league ff on always.
And yes atm as we got only euro players the matches are played in european servers.
We are open for new possibilities anyway.

Ps:We have done our 1st season for Regular 3v3, 2v2, 1v1 and Killbox and now starting with Season 1 for Ctf and season 2 for Regular Leagues.

And now we have a Quake Live 1v1 section in OFF

i closed down off league, so you can remove it from the list.
