I'm confused. Are you making a map that you want to put decals on? Or do you want the sprays to stay on until map change? Or do you want to store other player's sprays so you can get one later?

ORRRR... is it that sometimes you can see your sprays and sometimes you can't? Or the quirky some people can see someones sprays but others can't... what is UP with that :roll:

As far as i know these are the settings that allow sprays.

Your question is sort of a loaded one.
To my knowledge, there's no way of making player sprays that happen in the game -permanent-... There is no Mattie eventscripts trigger for when players spray, afaik.
However.
You CAN add decals (player sprays included) to your maps. Here's what you do.
1) Come up with a decal (make a .tga, convert it to .vtf+.vmt, upload it, force your players to download it.)
2) As the server admin, run around and find places to spray it. Lets say your decal is called "foo". In the developer console, type ma_decal "foo", and it will appear on the wall you're looking at under the crosshairs. In the console, the X, Y, and Z coordinates will be dumped.
3) Cut and paste the X, Y, and Z coordinates of the decal into the cfg/mapadverts.txt file in Mani Admin.
4) Reload the map.
From there, you'll notice that the decal will appear at the same location whenever the map loads.
We do this extensively on our server.. We even charge people who want to have permanent tags up on the walls. Check us out sometime.
