Basically, this is a new scripting language written in Eventscripts. With this, and the Valve Wiki, you can pretty much create just about anything you want to from your console, well anything Valve will let us do 
It's like console scripting with cheats massively overhauled!!!
As of now, you can only try out this system on my No-Kill Servers. Here is the Wiki for the New Language:
